Charges Dropped in Case Against Wesley Monroe

Charges against Wesley Monroe were dropped Wednesday after prosecutors in the case asked Judge Ronna Beck to dismiss the case.

Monroe had been suspected in connection with the June shooting death of 28-year-old Quentin Lavar White. He was arrested in July and held until the end of August, when he was released on his personal recognizance.

White was killed June 22 around 12:44 a.m. on the 3500 block of East Capitol Street Southeast. Police found him suffering from an apparent gunshot wound. He was transported to a local hospital where he died.

Three weeks later, Monroe, 21, was arrested and held on suspicion of first-degree murder while armed. A second suspect, Don Page, was arrested several days later also in connection with White's death.

Page remains held in White's murder pending a grand jury investigation. A status conference is scheduled for next Friday in his case.

Wesley Monroe Released From D.C. Jail

Wesley Monroe, one of two men charged in connection with the shooting death of 28-year-old Quentin Lavar White, was released from D.C. jail Thursday on a personal promise to appear at all scheduled court hearings in the case. Monroe, 21, was also ordered to stay away from the 3500 block of East Capitol Street Southeast.

In the early morning hours of June 22, White was found suffering from a gunshot wound to the chest in the 3500 block of East Capitol Street SE; he later died at the hospital.

At a preliminary hearing earlier this month, Judge Ronna Beck found probable cause that Monroe and Don Demichie Page Jr. both participated in White's death. Beck signed an order releasing Monroe from jail Thursday.

Charging documents in the case say that on June 22 a group of people were gathered outside in the 3500 block of East Capitol Street SE, when one of White’s friends and Monroe began to fight. Witnesses say White attempted to stop the fight.

A witness told police that Page then pulled out a large silver handgun and said, “Y’all not going to be jumping him,” referring to Monroe, and then fired the gun into the air. White then approached Page with his hands up in a fighting position and told Page to “fight him like a man,” according to arrest documents. The witness said Page told White he wasn’t going to fight then pointed the gun at him.

At the preliminary hearing, Metropolitan Police Detective Robert Cephas testified that the witness was 10 feet away from the confrontation and heard Monroe incite Page to shoot, saying, “Bust him, bust that n—.”

Charging documents state that White replied, “You ain’t gonna shoot me, you b— a— n—.”

The witness told police he heard a gunshot and then watched White fall to the ground.

Monroe is scheduled for a bond review hearing September 27; he and Page are both scheduled for a felony status conference October 18.

Detective Says "Free Khari Williams" Led to Quentin White's Death

Judge Ronna Beck found probable cause Friday that Don Demichie Page Jr. and Wesley Monroe both participated in the shooting death of Quentin Lavar White. Page and Monroe remain held while a grand jury investigates the case.

In the early morning hours of June 22, police found White with a gunshot wound to the chest in the 3500 block of East Capitol Street Southeast. Emergency personnel transported White to a hospital where he later died from his injuries.

Page and Monroe were arrested in July on suspicion of first-degree murder while armed in connection with White's death.

At their preliminary hearing Friday, Assistant U.S. Attorney Michelle Bradford said there are "no facts to indicate that [Page's] actions were in defense of another or self-defense," adding that Monroe should be charged on the basis that he "aided and abetted, specifically by inciting" the shooting.

Metropolitan Police Detective Robert Cephas testified Friday that he believes the argument that led to White's death began after someone yelled "free Khari Williams," and that the statement upset Monroe.

Cephas said that police believe Williams participated in a December 2012 shooting. Homicide Watch D.C.'s records list a Khari Natron Williams as a suspect in the 2012 shooting death of Angelo Alphonso Payne. After the hearing Friday, prosecutors would not confirm or deny whether the Williams mentioned by Cephas was the same person who allegedly shot Payne.

Detective Cephas testified that since the arrests he has spoken with a fourth witness who saw Page and Monroe leave the scene together in a light colored vehicle.

A fifth witness has come forward and said that Page was not on the scene that evening, Cephas testified. Cephas said, though, that detectives believe the witness is one of Page's close friends.

The case is scheduled for a felony status conference on October 18.

Don Page Jr. Held in Connection with Quentin White Murder

A judge found probable cause to believe Wednesday that Don Demichie Page Jr. participated in the shooting death of 28-year-old Quentin Lavar White. Page remains held pending a preliminary hearing scheduled July 19.

He is suspected of first-degree murder.

Monroe tried to take the gun away from Page, but failed, documents say. Then White approached Page with his hands up in a fighting position and told Page to "fight him like a man," according to arrest documents.

The witness said Page told White he wasn't going to fight then pointed the gun at him. Monroe started encouraging Page to shoot, documents say. Then White said, “You ain’t gonna shoot me, you b— a— n—.”

The witness heard a gunshot and then watched White fall to the ground.

Page is the second person to be arrested in the case; Monroe was arrested and ordered held on suspicion of first-degree murder earlier this month.

Wesley Monroe Held in Connection with Quentin White Shooting Death

Wesley Monroe has been held on a murder charge in connection with the shooting death of 28-year-old Quentin Lavar White. Monroe appeared in court Saturday to be presented with the charge.

Arrest documents say that during the early morning hours of June 22 a group of people were gathered outside in the 3500 block of East Capitol Street Southeast when one of White's friends and Monroe began to fight. Witnesses say White intervened and attempted to stop the fight.

Documents claim that a man identified as "Don Page" then pulled out a silver handgun and said, "y'all not going to be jumping [Monroe]," and then fired the gun into the air. Witnesses say Monroe attempted to grab the gun, but could not, so he returned to fighting White's friend.

A witness told police that the group asked Don Page to put down the gun, but he refused. Then White approached him in a fighting position and told him to fight like a man. Don Page replied, "I ain't going to fight you," then extended his arm and pointed the gun at White, documents say.

According to the witness, Monroe began encouraging Don Page to shoot White. Then the witness heard White say, "You ain't gonna shoot me, you b- a- n-."

The witness said he turned his head for a brief moment and then heard a gunshot; Monroe and Don Page then fled the scene in a vehicle.

White died of a single gunshot wound to the chest.

Monroe was arrested two weeks later by members of the Capital Area Regional Fugitive Task Force. Court documents do not indicate that Don Page has been arrested and charged in connection with White's death.

Wesley Monroe Arrested in Connection with Quentin White Murder

A Northeast D.C. man has been arrested in connection with the June 22 shooting death of 28-year-old Quentin White.

White was found in the 3500 block of East Capitol Street Southeast suffering from a gunshot wound; he later died at a local hospital.

Wesley Monroe, 21, was arrested Friday by members of the Capital Area Regional Fugitive Task Force; he has been charged with first-degree murder while armed in connection with White's death.

Arrest Made in Homicide: 3500 Block of East Capitol Street, SE

(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in the fatal shooting which occurred in the 3500 block of East Capitol Street, SE.

On Saturday, June 22, 2013 at approximately 12:44 am, officers from the Sixth District responded to the 3500 block of East Capitol Street, SE for the report of a shooting. Upon their arrival, they located an adult male suffering from an apparent gunshot wound. Personnel from DC Fire and Emergency Medical Services transported the victim to a local hospital where he later succumbed to his injuries and was pronounced dead.

The decedent is identified as 28 year-old Quentin Lavar White of Southeast, Washington, DC.

On Friday, July 5, 2013, members of the Capital Area Regional Fugitive Task Force arrested 21-year-old Wesley Monroe of Northeast, DC, charging him pursuant to an arrest warrant for First Degree Murder while Armed for the homicide of Quentin Lavar White.
