Carlton Maurice Johnson Indicted in the Murders of Anthony Chase and Eric Leeper

Carlton Maurice Johnson, 22, pleaded innocent Friday to two counts of first-degree murder while armed, along with assault with intent to kill and three gun related charges in the July 2013 double homicide of Anthony Chase and Eric Leeper.

On July 17, 2013, police found Chase, Leeper and an unidentified person with multiple gunshot wounds in the 300 block of Ridge Road Southeast. Charging documents say Chase, 19, was pronounced dead at the scene. Leeper and a surviving victim were taken to a nearby hospital. Leeper, 27, died the next day on July 18, 2013.

A witness told police that it saw a man it knew as "Woo" and another individual exit a gold car. It watched as both men concealed their hair and heads with clothing moments before shooting Chase and Leeper, according to court documents. The witness later identified Johnson as "Woo" in a photo array provided by police.

According to the witness, after Chase and Leeper were shot, Johnson approached Leeper and shot him again before both men fled the scene, court documents say.

Johnson is scheduled for a status hearing on Feb. 20, 2015 at 9:30 a.m. before Judge Jennifer Anderson.

Probable Cause Found Against Carlton Johnson in Connection with Two Shooting Deaths

Judge Jennifer Anderson ruled Tuesday that there was probable cause to hold Carlton Maurice Johnson without bond in connection with the shooting deaths of Anthony Chase and Eric Leeper.

Chase and Leeper were found by police with multiple gunshot wounds shortly before midnight on July 17, 2013. Nearly nine months later, Johnson was arrested on suspicion of two counts of first-degree murder while armed.

Defense attorney Brandi Harden argued that Johnson should be released because charging documents rely on one witness who identified Johnson. In addition, Johnson has no history of fleeing prosecution, she said.

“This was a very violent offense and was premeditated,” Judge Anderson responded, “I believe he would present a significant danger to the community.”

MPD detective Dwayne Partman testified Tuesday that a witness in the case saw a gold car, possibly a BMW, speed past them on Ridge Road Southeast, run a stop sign on the day of the murders. Moments later, the witness saw the gold car parked on the 3900 block of C Street Southeast.

That witness recognized one of two men who exited the car as “Woo,” and watched as both men covered their hair and heads with clothing, according to Partman. Charging documents say that the witness later identified a photo of Johnson as "Woo".

Johnson and the other man then crossed a grassy area into the 300 block of Ridge Road Southeast, where they began shooting at Chase, Leeper, and a third person, the witness told police, according to Partman.

The witness told police that after Chase and Leeper were shot, Johnson approached Leeper and shot him again before both men fled the scene, according to Partman.

Two MPD officers in an unmarked police car heard gunshots but thought they were fireworks and left the area, Partman said. The two officers returned when they responded to the dispatch call, according to Partman, and saw one man shooting.

Charging documents say that two police officers identified the shooter as a man wearing a black tank top and blue jean shorts shooting in the 300 block of Ridge Road Southeast.

A status hearing is scheduled for 9:30 a.m. on July 29.

Almost a year after the shooting deaths Anthony Chase, 19, and Eric Leeper, 27, a 22-year-old Northeast D.C. man has been arrested in connection with their deaths.

The man, identified by police as Carlton Maurice Johnson, is suspected of two counts of first-degree murder while armed. He was ordered held by Judge Dianne Brenneman until a preliminary hearing scheduled for April 28 before Judge Jennifer Anderson.

Chase and Leeper were found shot on Ridge Road Southeast around 11:30 p.m. on July 17, 2013. Chase died on the scene and Leeper later died at the hospital. Police say a third shooting victim is expected to recover from his injuries.

Charging documents were not immediately available in the case due to the Emancipation Day holiday.

Arrest Made in Double Homicide: 300 Block of Ridge Road, SE

(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in the double homicide which occurred in 300 block of block of Ridge Road, Southeast.

On Wednesday, July 17, 2013 at approximately 11:39 pm, police officers assigned to the Sixth District Patrol Support Team were in the 300 block of Ridge Road, Southeast when they heard several gunshots. The police officers consequently located three adult male shooting victims. The first shooting victim was located in the 100 block of Ridge Road, Southeast, suffering multiple gunshot wounds. DC Fire and Emergency Medical Services personnel responded and did not find any signs consistent with life. The decedent remained on the scene and was transported to the Office of the Chief Medical Examiner for the District of Columbia, pending an autopsy.

The decedent is identified as 19-year-old Anthony Chase of Southeast, Washington, DC.

Additionally, two other shooting victims were located, suffering from gunshot wounds. Personnel from DC Fire and Emergency Medical Services transported both shooting victims to a local hospital where they were admitted. The second shooting victim was admitted with life-threatening injuries and later succumbed to his injuries and was pronounced dead. The decedent’s remains were transported to the Maryland State Medical Examiner’s Office, Baltimore, Maryland, pending an autopsy.

The decedent is identified as 27-year-old Eric Leeper of Southeast, Washington, DC.

The third shooting victim, an adult male was admitted in stable condition and is expected to recover from his injuries.

On Tuesday, April 15, 2014, 22-year-old Carlton Maurice Johnson of Northeast, Washington, DC was arrested by members of the Homicide Branch pursuant to a DC Superior Court arrest warrant. Carlton Maurice Johnson was charged with two counts of First Degree Murder while Armed in connection to the deaths of Anthony Chase and Eric Leeper.

Washington's Other Monuments has published more photographs of street shrines dedicated to some of this year's homicide victims.

These two street shrines are located in the 300 block of Ridge Road Southeast in memory of Eric Leeper, Anthony Chase, and siblings Jamie and Jamahl Jenkins.

This memorial for Derrick Scott is located in the 300 block of Parkland Place Southeast, where he was shot July 13.

These shoes are hung over a wire near the 3500 block of East Capitol Street Southeast where Quentin Lavar White was gunned down.

This street shrine is located in the 4600 block of Hillside Road Southeast, and is dedicated to 17-year-old Ernest Hart.

A vigil in memory of Eric Leeper, Anthony Chase, and siblings Jamie and Jamahl Jenkins, all killed in double shootings in Ward 7 in the past week, drew more than a hundred people to Southeast DC Monday night, including Mayor Vincent Gray, Councilman Tommy Wells and Councilwoman Yvette Alexander.

The victims were all between the ages of 19 and 28.

Mayor Vincent Gray had a message for the mourning crowd.

"We have got to start feeling like giving up information is the right thing to do. We've got too many people who think you're a snitch if you give up information. You're not a snitch, you're protecting your community," the Mayor said through a megaphone.

Gray also called for new nationwide gun laws.

"It would be wonderful if we had national policies on guns. We have some of the strongest gun control laws in the nation right here in this city, and when you trace some of these guns they're coming from other jurisdictions. We need the Congress to step up. I thought in the wake of Sandy Hook that we would see some efforts made around background checks, the effort to ban assault weapons, that there would be something that would be done to move the ball down the field," said Gray.

Councilwoman Yvette Alexander issued a statement today regarding two double homicides in the past week in Ward 7. Those homicides, both shootings, took the lives of Eric Leeper, Anthony Chase, and siblings Jamie and Jamahl Jenkins.

Councilmember Alexander Responds to Recent Wave of Violence in Ward 7

Over the last ten days, there has been an upsurge in violent crime in Ward 7. Most notably, there were double homicides in both the Stoddert Terrace and Capitol View communities. Three young African-American males and one African-American female have died as a result of these senseless acts of violence.

“I am deeply saddened to hear that these young people have lost their lives in such a tragic manner,” said Councilmember Alexander.
Councilmember Alexander has been in communication with MPD Police Chief Cathy Lanier who has vowed to provide the 6th District Commander Robert Contee with whatever resources are necessary to assess the public safety needs in Ward 7 to help prevent these types of violent occurrences in the future.

“I am confident that Commander Contee and the officers of the 6th District Violent Crimes Branch are working diligently around the clock to find the perpetrators of these crimes and I urge residents to play a stronger role by being vocal about what goes on in our neighborhoods. If you see something, say something,” said Councilmember Alexander.

“There are numerous enrichment programs and opportunities available to young people in the District of Columbia. It is vitally important that all of our families, neighbors, community leaders and elected officials work together to make sure that our young people utilize the tools that have been provided to them. In light of the case regarding the tragic death of Trayvon Martin and recent violence affecting our young people across the country, we must take it upon ourselves to value the lives of our African-American young men and young women before we can expect anyone else to. We must collectively instill a new system of values and morals in our young people so that they can see the value in the lives of each other.”

Update: Councilwoman Yvette Alexander's office has confirmed that the vigil will be held in the 300 block of Ridge Rd SE at 7:30 p.m. Monday. The vigil will also honor Eric Leeper and Anthony Chase, killed late Wednesday night.

A vigil in memory of siblings Jamie and Jamahl Jenkins, killed in a double shooting in Northeast DC over the weekend, is planned for Monday night, WJLA and NBC Washington report.

Family members have planned a vigil for 7:45 p.m., but they are still working on a location.

A Facebook group has been created in memory of the Jenkins.

Two men who were shot and killed in Southeast D.C. Wednesday evening have been identified as Anthony Chase and Eric Leeper.

Both men were found shot on Ridge Road SE around 11:30 p.m. Wednesday. Chase, 19, died on the scene. Leeper, 27, later died at the hospital.

Police say a third shooting victim is expected to recover from his injuries.

A shooting in Southeast DC shortly before midnight Tuesday killed two people and injured another, according to media reports.

According to a DC Alert, a lookout was issued for a "black male wearing blue jean shorts, a black t-shirt, with a black t-shirt tied around his head."

Reports WUSA:

Metropolitan Police officers were in the area when a gunman fired at least a dozen shots in the 300 block of Ridge Road, striking three men around 11:39 p.m. The officers heard the shots and responded to the scene quickly, where they found one of the victims lying dead in the street. The two other victims were transported to a local hospital, one with a gun shot wound to the upper body who later died. Police say the third victim suffered multiple wounds to the arm, leg, and buttock, but is expected to survive.

The sound of at least 12 gunshots was picked up by a ShotSpotter listening device in the area.

In a message to MPD's Sixth District listserv shortly after midnight, Commander Robert Contee told residents:

The Sixth District is currently investigating a shooting in the 300 block of Ridge Road S.E.

Anyone with information should call 202-727-9099 or text information to 50411.

The area was closed to traffic overnight, but reopened at about 8 a.m. Thursday morning, according to DCAlerts.

Reports NBC Washington:

The brother of one of the deceased victims told NBC4's Tony Tull his brother and two of his friends were standing outside when they were approached by the gunman and shot. The victim was a recent high school graduate and leaves behind a 1-month-old baby.

The crime scene spans about six blocks, Tull reports.

Police do not have a clear description of the suspect. They say the gunman is described as being a black man wearing denim shorts, a black t-shirt and had a black t-shirt tied around his head.
