MatthewsDarryl Matthews Released from Halfway House in Hayes Osei Dennis Murder Casehttp://homicidewatch.org/2013/09/20/darryl-matthews-released-from-halfway-house-in-hayes-osei-dennis-murder-case/<p><a href="http://homicidewatch.org/suspects/darryl-matthews/" >Darryl Matthews</a> was ordered released Friday from a halfway house where he was held while a grand jury investigates a charge that he fatally stabbed 60-year-old <a href="http://homicidewatch.org/victims/hayes-osei-dennis/" >Hayes Osei Dennis</a> in July 2012. </p> <p>Matthews has now been placed in the court's High Intensity Supervision Program and is required to live with his parents, wear a GPS monitoring bracelet and partake in weekly drug tests. </p> <p>Judge Russell Canan granted the defense's motion for the release after hearing testimony that Matthews had behaved well at the halfway house.<br /> <span id="more-17980"></span><br /> Matthews' attorney, Jeffrey Stein, said Friday that Matthews has had no infractions or issues with curfew while being held, and has recently participated in a kitchen training program where he will test to become a certified chef.</p> <p><a href="http://homicidewatch.org/2013/04/26/darryl-matthews-held-at-halfway-house-in-connection-with-murder-of-hayes-osei-dennis/" >In April</a>, Canan found enough evidence in the case against Matthews to send it to a grand jury to investigate, but placed Matthews in a halfway house instead of the more usual jail hold because there were "a lot of question marks" in the case. </p> <p>Police found Dennis on July 19, 2012 around 7:00 p.m. on the block of Q Street Southwest unconscious and suffering from a stab wound. He was transported to a local hospital where he was pronounced dead. Eight months later, Matthews, 29, was arrested and charged with second-degree murder while armed in connection with Dennis' death.</p> <p>Prosecutors say Dennis was murdered after being robbed at a Gold Star parking garage.</p> <p>Court documents state a witness told police that around 7 p.m. a man entered the garage, grabbed a cup of water, and then said to Dennis, “Give me your money, or I’ll kill you.” The man had a weapon underneath a jacket he was carrying, the witness said.</p> <p>According to arrest documents, Dennis gave the man some money. The man then dropped his cup, and left the garage, but when Dennis went to close the garage door, the man turned around and stabbed him.</p> <p>Prosecutors extended a plea offer to Matthews in April that required him to plead guilty to second-degree murder, in exchange for a sentence capped at 18 years in prison. Matthews is being held at a halfway house and will be required to wear GPS monitoring. </p> <p>Canan ruled that placement in a halfway house is “more appropriate” at this time because there are “a lot of question marks” in the case, but Matthews' detention status could change at a future date, Canan said.<br /> <span id="more-14447"></span><br /> Matthews, 30, was arrested last month on a charge of second-degree murder in connection with the case. Assistant U.S. Attorney Lara Worm said Friday that the government expects Matthews to be indicted on a charge of felony murder later this year. </p> <p>Before the preliminary hearing Friday, prosecutors extended a plea offer to Matthews that required him to plead guilty to second-degree murder. In return, the government would cap sentencing at 18 years in prison, Worm said. Matthews rejected the offer. </p> <p>If the case against Matthews now goes to trial, it may very well become a battle between members of Matthews' family. </p> <p>Metropolitan Police Detective Joshua Branson testified Friday that two of Matthews’ relatives contacted police after seeing <a href="http://homicidewatch.org/2012/12/13/video-suspect-sought-in-murder-of-hayes-osei-dennis/" >surveillance footage of the moments just before and after</a> the stabbing air on local television. One of the relatives told police that he was told by other family members that Matthews “left the jacket and the knife on the scene.” Those details were never relayed to the media, Branson said. </p> <p>But Geoffrey Ross, a staff investigator with the Public Defender Service, testified that three different family members place Matthews playing basketball at the Greenleaf Recreation Center on N Street Southwest between the hours of 7-9 p.m. on the night of the murder- July 19, 2012. The timestamp on the surveillance video indicates that Dennis was stabbed a couple minutes after 7 p.m. </p> <p>The stabbing is believed to have been a robbery gone awry. </p> <p>A witness to the stabbing told police that around 7 p.m. a man entered the garage, grabbed a drink of water, and then said, “Give me your money, or I’ll kill you.” </p> <p>The man appeared to have a weapon underneath a jacket he was carrying, the witness said. </p> <p>According to arrest documents, the man dropped his drink cup, and then left the garage after Dennis gave him some money. The witness told police that around 7 p.m. on the evening of the murder a man entered the garage, grabbed a drink of water, and then said, “Give me your money, or I'll kill you.”</p> <p>The man appeared to have a concealed weapon underneath a jacket he was carrying, the witness said. </p> <p>According to the documents, the man dropped his drink cup, and then left the garage after Dennis gave him some money. But as Dennis went to close the garage door, the man turned around and stabbed him. </p> <p>Documents say that <a href="http://homicidewatch.org/2012/12/13/video-suspect-sought-in-murder-of-hayes-osei-dennis/" >surveillance video from the area recorded a man walking into the garage</a> around the time of the incident. Several minutes later the man is seen running out of the garage, with Dennis chasing him. During the chase, the suspect appears to stop, turn, and then he collides with Dennis. </p> <p>Police believe the collision is the moment Dennis was stabbed. </p> <p>The day following Dennis' death, an MPD detective saw Matthews in the 100 block of M Street Southwest, about a half mile from the murder scene. The detective identified himself and was in the process of alerting fellow officers that he had found Matthews, when Matthews ran away and jumped a fence in the 1200 block of Howison Place Southwest. </p> <p>Arrest documents say that Matthews' appearance the day after the murder was consistent with the appearance of the suspect from the video. </p> <p>Later, during the first week of the new year, two of Matthews' relatives contacted police after seeing the surveillance footage air on local television. Once there, they found Dennis suffering from a stab wound. Police believe the stabbing came during a robbery at his taxi repair shop in Southwest D.C.</p> <p>Dennis, 60, was pronounced dead at a local hospital. Before driving to the Q St. shop, I called him to obtain information on the renewal of my insurance sticker, which was expired for two weeks, so after our conversation, I was unsure if he would give me the sticker since I owed some previous sticker and was afraid of being cancelled, so I explained to Hayes that I did not have enough money and could not afford the stickers since my taxicab was not in service for a whole month due to mechanical problems, so I headed to the shop and after handing him my last $40, he looked at me and said, "Mike if you do not have the insurance money, I will give you the stickers and while you work on getting the money, just return Monday, but go make some money first," I was not surprise to hear this from him since he was always helpful and the most vivid example before the sticker. He ensured that my cab passed inspection. The most shocking impact to me that has been plaguing my head since I heard of his death early today, is that as he handed me the insurance stickers, he noticed that my inspection sticker was going to expire late August so he looked at me and said, " MIKE MAKE SURE THAT YOU GIVE ME THE CAB THIS MONDAY TO RENEW YOUR INSPECTION, BUT MAKE SURE YOU DO IT THIS MONDAY SINCE I WILL BE GOING TO AFRICA AT THE END OF THE MONTH" and now, as a result of this cowardly murderer, he will never make the trip he was so forward looking for, nor will I ever see this beautiful human being again. Once there, they found Dennis suffering from a stab wound. A press release from MPD states that Dennis was taken to a hospital where he was pronounced dead.<br /> <span id="more-10046"></span><br /> A press release from MPD, and the poster, are below</p> <blockquote><p>July 20, 2012</p> <p>Homicide: Unit Block of Q Street, S.W.</p> <p>(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch are investigating the fatal stabbing which occurred at the unit block of Q Street, S.W.</p> <p>On Thursday, July 19, 2012, at approximately 7:01 pm units from the First District responded to the unit block of Q Street, SW in reference to an assault. Upon arrival, they located an adult male who was unconscious and unresponsive suffering from an apparent stab wound. DC Fire and Emergency Medical Services personnel transported the victim to a local hospital where he succumbed to his injuries and was pronounced dead.</p> <p>The decedent is identified as 60 year-old Hayes Osei Dennis of Fort Washington, Maryland.</p> <p>The Metropolitan Police Department currently offers a reward of up to $25,000 to anyone that provides information which leads to the arrest and conviction of the person or persons wanted for any homicide committed in the District of Columbia.</p> <p>Anyone with information about this case is asked to call the police at (202) 727-9099.
