Dwayne Hilton Pleads Innocent in Shooting Death of Mico Briscoe

Dwayne Hilton, 21, pleaded innocent on Friday to charges of first-degree premeditated murder while armed, assault with intent to kill while armed, and several related weapons offenses in connection with the November 2011 shooting death of 18-year-old Mico Briscoe.

On Nov. 26, 2011, Briscoe and four others were shot outside a Circle 7 Express store in the 1200 block of Mt. Olivet Road Northeast, according to charging documents. Briscoe was transported to a nearby hospital where he died three hours later from a gunshot wound to his upper torso. The other four shooting victims survived.

More than a year later, on Feb. 11, Hilton was arrested in connection with Briscoe's death.

Two neighborhood police officers were asked by homicide detectives to review video footage from the night Briscoe was shot to see if they could identify anyone in the video.

Those officers observed a person who walked bow-legged, was left-handed, and wore shoulder length dreadlocks. They identified that person as Hilton, whom they had worked with when he played football in middle and high school.

A status hearing for the case is scheduled for Jan. 24, 2014 at 9:30 a.m. A trial date has not yet been set.

Judge Ronna Beck found substantial probability in the murder case against Dwayne Hilton Friday in a hearing that hinged on identifying him from surveillance video.

Prosecutors say Hilton was one of two men who shot 18-year-old Mico Briscoe , killing him outside a Circle 7 Express store at the 1200 block of Mt. Olivet Road Northeast in Nov. 2011. The shooting also injured four other men.

It wasn't eyewitnesses, though, but neighborhood police officers that provided the key identification of Hilton in charging documents.

Homicide detectives separately asked the two officers, who didn't work on the case, if they recognized the men in the video, Detective James Wilson testified Friday.

The officers, who had both worked in the same E Street neighborhood for seven to eight years, told investigators they recognized one suspect instantly – even though they couldn't make out his face.

Both had worked with neighborhood football programs and said they had directly worked with Hilton when he played the sport in high school and middle school.

One officer had recently seen Hilton playing basketball, and observed that he was left-handed – similar to the man in the video, who carried what appeared to be a firearm in his left hand.

But it was the football memories, though, that stuck with the officers.

Hilton "has a unique gait," Assistant U.S. Attorney Shana Fulton said.

The officers recognized Hilton's "bow-legged" running instantly, Wilson said, along with his long dreadlocks.

Hilton's attorney, Anthony Matthews, argued that that explanation strained credibility.

More likely, Matthews said, the officers thought, "I don't know who that is, but he kind of runs like somebody I know."

Judge Beck, though, thought differently.

"I don't find that hard to believe at all," Beck said, adding it would be harder to prove the case at trial.

Hilton is due to return to court June 14 at 10:30 a.m. for a status hearing.

Dwayne Hilton Ordered Held in Connection with Murder of Mico Briscoe

Dwayne Hilton appeared in court today where Judge Karen Howze ordered him held in connection with the November 2011 shooting death of 18-year-old Mico Briscoe.

According to charging documents, detectives used surveillance video, CCTV cameras, and jailhouse calls to conclude that Hilton, also known as Wayne-Wayne, was involved in the murder.

According to the documents, on Nov, 26, 2011, Briscoe and four surviving victims were shot outside a Circle 7 Express store located in the 1200 block of Mt. Olivet Road Northeast.

Police believe that the shooting was the result of ongoing feud between two rival crews: The “E Street Bangaz” and the “Trinidad Crew.” Hilton is believed to be a member of the “E Street Bangaz,” the documents say.

Briscoe and the other victims all grew up in the Trinidad neighborhood, and detectives believe they are “loosely affiliated” with the Trinidad Crew, according to the documents.

According to the documents, surveillance video from near the crime scene shows a gold Mitsubishi Galant circling the 1200 block of Mt. Olivet Road NE shortly after midnight on Nov. 26. Detectives believe the occupants of the vehicle were circling to observe those who would eventually be shot.

Soon after, two black men are seen running in Briscoe's direction. One man is seen pulling something down over his face and appears to be carrying a gun in his right hand. Another man appears to be holding something in his left hand.

The video then shows Briscoe and those he was with ducking for cover. Briscoe runs eastbound on Mt. Olivet Road and out of sight of the camera. The two men run away from the direction of the shooting and jump into the Galant, which was in a nearby parking lot. The vehicle is driven away and turns eastbound on Mt. Olivet, according to arrest documents.

Briscoe was found in the 1200 block of Simms Place Northeast, which is in the rear of where the shooting is believed to have happened. He was transported to the hospital where he died three hours later from two gunshot wounds to his upper torso.

Nineteen 9mm expended cartridge casings were collected from the scene of the incident; technicians confirmed that the casings were fired from two separate guns, charging documents say.

On January 29, 2012, police officers spotted the gold Galant parked in the 400 block of 20th Street Northeast. A vehicle registration check determined that Hilton's mother owned the vehicle in November 2011.

A preliminary hearing is scheduled for March 1.

Arrest in 2011 Shooting Death of Mico Brisco

A 21-year-old Northeast DC man was arrested Monday in connection with the Nov. 2011 shooting death of Mico Brisco, MPD said.

The suspect was identified as Dwayne Hilton; MPD said he was suspected of first-degree murder while armed in connection with Briscoe's death.

Brisco was killed Nov. 26, 2011 in a shooting in the 1200 block of Mount Olivet Road, Northeast. A second person was injured in that shooting.

Arrest Made in 2011 Homicide Which Occurred in the 1200 Block of Mount Olivet Road, NE

(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in the fatal shooting which occurred in the 1200 block of Mount Olivet Road, NE.

On Saturday, November 26, 2011, at approximately 12:41 am units from the Fifth District responded to a call for the sounds of gunshots in the 1200 block of Simms Place, NE where they located two victims. The investigation revealed that the shooting occurred in the 1200 block of Mount Olivet Road, NE. DC Fire and Emergency Medical Services personnel transported both victims to local area hospitals. The first victim (decedent) later succumbed to his injuries and was pronounced dead. The second victim was treated and released.

The decedent is identified as 18 year-old Mico Briscoe of an unknown address.

On Monday, February 11, 2013, 21 year-old Dwayne Hilton of Northeast, Washington, DC, was arrested by members of the Capital Area Regional Fugitive Task Force pursuant to an arrest warrant charging him with First Degree Murder While Armed in connection with the shooting death of Mico Briscoe.

People, Car in Surveillance Video Sought in Connection with Fatal Trinidad Shooting

MPD today released a video (posted above) of a car believed to have picked up people responsible for fatally shooting Mico Briscoe in Novemeber in Northeast DC.

Briscoe was one of two people shot at approximately 12:41 am near Mt. Olivet Road.

According to MPD:

The vehicle used in this incident is believed to be a Mitsubishi Galant (model year 1999-2003), gold or tan in color. It was captured on surveillance video approaching the scene and awaiting the two shooting suspects to return. The sequence above shows the vehicle pulling into a parking lot, turning around, and waiting for the suspects to return. A separate camera captured the two suspects running across the parking lot of the convenience store where the shooting occurred.

Trinidad Shooting Victim Identified as Mico Briscoe

An 18-year-old killed in a double shooting shortly after midnight Saturday has been identified as Mico Briscoe, MPD said in a press release this afternoon.

(Washington, DC)-Detectives from the Metropolitan Police Departments Homicide Branch are investigating the fatal shooting which occurred in the 1200 block of Simms Place, NE.

Upon arrival, they located two gunshot victims. DC Fire and Emergency Medical Services personnel responded to the scene and transported both victims to local area hospitals. Man Killed in Double Shooting in Trinidad early Saturday

A double shooting in Northeast DC early Saturday morning left one man dead, WJLA reports.

A message from fifth district commander Andy Solberg this afternoon stated that the victim was 18 years old.

Wrote Commander Solberg:

Last night (this morning) about 12:37 am, two men were shot in front of a convenience store in the 1200 block of Mt. Olivet St. NE, near the intersection of West Virginia Avenue.

One of the victims, an 18 year old, died of his wounds. The second victim survived.

The man was found dead near the intersection of Simms Place and Trinidad Avenue NE, the WJLA report said. A second person was taken to the hospital with a gunshot wound to the leg, a non-life threatening injury, the report said.

The Washington Post reported that the shooting took place in a convenience store about a block away from where WJLA reported the man was found dead.

Police said said a man in the store opened fire shortly after 12:30 a.m. and wounded two people, one fatally. The other victim was shot in the arm, and was being treated at a local hospital, police said.
