Arrests in Fatal 2009 Clay Terrace Shootout

Two DC men were arrested Saturday in connection with a fatal shootout in the Clay Terrace neighborhood in 2009.

Antonio Ramell Barnes, 20, and Earl Timothy Jackson Jr, 19, are each suspected of first-degree murder while armed in the homicides of Davonta Artis and Daquarn Tibbs.

According to the Charlotte Observer, Barnes and Jackson were arrested in Charlotte. The Observer’s report includes the men’s mugshots.

Additional Arrests Made in the 2009 Fatal Shooting in the 5300 Block of Clay Terrace, Northeast

(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch have announced that additional arrest have been made in the fatal shooting which occurred in the 5300 block of Clay Terrace, Northeast.

On Tuesday, October 13, 2009, at approximately 4:00 pm, officers assigned to the Sixth District and DC Fire and Emergency Medical Services Department personnel responded to the 5300 block of Clay Terrace, NE to investigate the report of a shooting. Upon arrival, they discovered five (5) male victims ranging in age from 15 – 18 years of age suffering from gunshot wounds.

Emergency medical personnel did not find any signs consistent with life in one of the victims who remained on the scene and was pronounced dead. The other four victims were transported to a local area hospital for treatment, where one of the victims succumbed to his wounds and was also subsequently pronounced dead, while the other three victims were treated for their injuries.

The first decedent was identified as 15-year-old Davonta Artis of Northeast, Washington, DC. The second decedent was identified as 18-year-old Daquarn Tibbs of Southeast, Washington, DC.

On Tuesday, August 3, 2010, an 18-year-old male was arrested and charged with two counts of Manslaughter, Conspiracy, and Carrying a Pistol without a License in this case.

On Saturday, January 14, 2012, members from the Capital Area Regional Fugitive Task Force arrested 20-year-old Antonio Ramell Barnes of Northeast, Washington, DC and 19-year-old Earl Timothy Jackson Jr. of Northeast, Washington, DC pursuant to DC Superior Court arrest warrants charging both with First Degree Murder while Armed in the homicides of Davonta Artis and Daquarn Tibbs.

The case was aired on America’s Most Wanted on January 6, 2012, and the tips that were received led to the successful capture and arrests of these two additional suspects.
