Cederick Shuler was arraigned in DC Superior Court yesterday on two murder charges, one for the 1998 killing of Renee Best and the other for the 1999 killing of Edward Gray.
Prosecutor Amanda Haines said both victims were innocent bystanders and that she expects charges to be filed in a third murder soon.
