District Man Sentenced to 24-Year Prison Term In February 2009 Slaying of 14-Year-Old Boy
WASHINGTON - Ransom Perry Jr., who turned 21 today, was sentenced to 24 years in prison on charges stemming from the February 2009 slaying of a 14-year-old boy, U.S. Attorney Ronald C. Machen Jr. announced.
Perry, of Washington, D.C., pled guilty in May 2011 to charges of second degree murder while armed and robbery. He was sentenced this morning by the Honorable Lynn Leibovitz in the Superior Court of the District of Columbia.
According to the government’s evidence, on February 28, 2009, at about 10:45 p.m., the victim, Arthur Daniels Jr., and four of his friends, who were part of a church youth group, walked past the defendant and another male in the 4100 block of Minnesota Avenue NE. Perry asked the youths where they were from, and no one responded. As Arthur Daniels and his friends crossed the street, Perry and the other male followed.
Perry again asked, “Where y’a’ll from?” and got no response. At this point, the second male told Perry, something to the effect of, “Man, they’re ignoring you! Bust’em!”
The group began to run. During the ensuing chase, Perry fired a shot, which struck Arthur Daniels in the back, causing him to fall against a fence and collapse onto the ground in the 4100 block of Minnesota Avenue, NE. He was taken to a hospital, where he was pronounced dead.
As Perry and the other male fled the scene, they came upon a man who was seated inside his black 1997 Mazda Millenium, less that a block away from the shooting. Perry, who still wore a red and black North Face jacket, and black ski mask, approached that car. Perry opened the driver’s door and, while holding a pistol, ordered the man out of the car. As this victim exited the vehicle, he handed Perry approximately $300. Perry and his accomplice then drove away. Later that night, that Mazda was recovered in the in the 700 block of 51st Street, NE., near the intersection of 51st Street and Nannie Helen Burroughs Avenue NE.
On March 4, 2009, during the execution of a search at a residence in the 5300 block of Nannie Helen Burroughs Avenue, from inside Perry’s bedroom, Metropolitan Police Department (MPD) officers recovered a red and black North Face jacket and the black ski mask .
In announcing the sentence, U.S. Attorney Machen praised the work of MPD Criminal Investigation Division Detectives Ray Shields, Jamell Stallings, Dwayne Partman, Anthony Patterson, Elbert Griffin, Paul Regan, Douglas Carlson, Carol Queen and Kevin Tighe; Sixth District Detective Neil Jones, MPO Kevin Whaley, Sixth District Officers Louis Bryant, Christopher Woody, and Kristopher Smith; Mobile Crime Lab technicians Robert McCollum, James Savage, Mary Wise, Julius Smith, Petheria McIver and Charles Egan for their investigation of the case. U.S. Attorney Machen also praised the work of USAO paralegal Alesha Matthews Yette, Victim/Witness Assistance Advocate Marcey Rinker, Litigation Technology Unit specialists Kimberly Smith, Leif Hickling and Joshua Ellen, for their assistance during the prosecution of this case. Finally, Mr. Machen commended Assistant United States Attorneys Robert Feitel who investigated the case, and Gary Wheeler, who indicted the case.
