Police Identify Joe Richbow as Sept. 18 Shooting Victim

Police have identified 36-year-old Joe Roosevelt Richbow, of Upper Marlboro, Md., as the victim of a Sept. 18 homicide in Southeast D.C. Richbow was found dead at the scene of the shooting in an apartment in the 2400 block of Elvans Road, Southeast.

Homicide: 2400 Block of Elvans Road, SE

(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch are investigating the fatal shooting which occurred in the 2400 block of Elvans Road, SE.

On Tuesday, September 18, 2012, at approximately 2:31 pm, units from the Seventh District responded to the 2400 block of Elvans Road, Southeast for the report of a shooting inside of an apartment. Upon arrival, they located an adult male suffering from an apparent gunshot wound. DC Fire and Emergency Medical Services personnel responded to the scene and did not find any signs consistent with life. The victim was later pronounced dead by a member of the Office of the Chief Medical Examiner.

The decedent is identified as 36 year-old Joe Roosevelt Richbow of Upper Marlboro, MD.

The Metropolitan Police Department currently offers a reward of up to $25,000 to anyone that provides information which leads to the arrest and conviction of the person or persons wanted for any homicide committed in the District of Columbia.
