Vincent Purvis was gunned down in broad daylight during a drive-by shooting on Yuma Street Southeast, according to court documents released Monday.
Robert Osborne, who was arrested over the weekend on suspicion of second-degree murder, will remain in custody pending a preliminary hearing next month. Osborne, 41, is paralyzed from the chest down and attended a presentment Monday in a wheelchair.
Witnesses told police that on Jan. 15—the day 20-year-old Purvis was killed—a silver Impala was seen driving in the 600 block of Yuma Street Southeast, charging documents say. Read more

Six people were killed in DC this week and the deaths of two newborns were ruled homicides.
- In Georgetown, Leroi Elliott, 88, and his wife, were stabbed by their 56-year-old son, Bradford Nelson Elliott. Lerio Elliott died if his injuries; his wife survived. Bradford Elliott was taken into custody on suspicion of first-degree murder while armed. He died of a heart attack while being treated for a cut to his hand.
- In Pleasant Plains, two people, 36-year-old Oluremi Thomas and 24-year-old Keyonna Proctor, were found shot to death. In a listserv message, Councilmember Jim Graham wrote that the deaths of Thomas and Proctor could be drug-related and that “there may also be a suggestion of an execution style killing.” Graham also says that neither victim lived in the apartment.
- A few blocks from the Anacostia Metro station, 19-year-old Devon Dominique Parker was shot. He was taken with multiple gunshot wounds to a local hospital where he was pronounced dead.
- In Kenilworth, George Edward Hartzog was found shot Friday morning. He was pronounced dead on the scene.
- In Barry Farm, 21-year-old Marcus Minor of Northeast DC was shot Friday afternoon. He was pronounced dead on the scene.
- The September death of a newborn baby in Southeast DC was ruled a homicide and the child’s mother, 31-year-old Tisheena Brown, was arrested on suspicion of second-degree murder. Police say the baby, identified as one-month old Hakeem Brown, was pronounced dead after being found unconscious and not breathing early in the morning of September 1. He died of a prescription drug overdose.
- The November death of another newborn was also ruled a homicide and that child’s mother was also arrested. The baby was believed to have been not even a day old when he was found dead in bathtub. The mother, Lillian Alvarado, is suspected of felony murder and cruelty to children. A mental health exam was ordered in the case.

A judge found probable cause for a charge of voluntary manslaughter in the case against Corey Stoddard; Stoddard is accused of hitting Kevin Lewis Crouch with his tow truck, killing him.
Arvel Wills was sentenced to four years in prison in connection with the death of his 25-year-old cousin, Dewayne Wills. “What I did was wrong. It was an accident,” Arvel Wills said at sentencing. “We were like brothers. I love my cousin. I’d never hurt my cousin at all.”
DeAndre Shaheed, Lafeyette Robinson and Floyd Neal were arraigned Friday on charges of first-degree felony murder while armed, conspiracy, robbery, and other related weapons offenses in connection with the March 2013 shooting death of 31-year-old Akinwole Olu Williams. The three men pleaded innocent to all charges.
Joseph Peoples pleaded innocent to charges from a 12-count indictment charging him and a co-defendant, Bernard Fleming, with the 2012 shooting death of 30-year-old Michael Edward Jones.
Michael Anthony Coleman, 36, was ordered held on a charge of second-degree murder. Prosecutors say he fatally stabbed Candance Reed on November 15, 2013. At the preliminary hearing Coleman’s attorney, Nikki Lotz, said Coleman’s actions were in self-defense but Judge Jennifer Anderson called Coleman the first aggressor.
A Rockville, Md., man has been arrested in the shooting death of 20-year-old Vincent Purvis.
Robert Osborne, 41, was arrested on Saturday morning around 7:50 a.m. on suspicion of second-degree murder.
Police found Purvis unconscious with multiple gunshot wounds near the closed Ferebee-Hope Elementary School on Jan. 15.

A man fatally shot Friday morning in Northeast DC has been identified as 24-year-old George Edward Hartzog, police said Saturday evening.
Hartzog was found shot in the 4500 block of Quarles Street at about 9:31 a.m. He was declared dead at the scene.

A man shot in Southeast DC Friday afternoon has been identified as 21-year-old Marcus Minor of Northeast DC.
Minor was found shot in 1300 block of Stevens Road by police responding to a call for a report of gunshots. He was declared dead at the scene.

A mental health observation was ordered Friday for a DC woman accused of killing her newborn son in her bathroom last November.
The mother, Lillian Alvarado, appeared in court to be presented with charges of felony murder and cruelty to children. She was ordered held on the charges because of their severity and also because she is an undocumented immigrant.

Still, MPD Detective Josh Branson said Reed appeared to have been stabbed “accidentally.”

MPD has confirmed that man found unconscious and not breathing in the 4500 block of Quarles St in Northeast DC Friday morning has died.
The man was found at about 9 a.m. This evening MPD did not yet have information to release about his identity.
